Sign's cost akin to attempted theft

I wish to report an attempted theft by the Idaho Highway Department. During a recent accident, my girlfriend rubbed up against a 4x4 highway sign. The sign was not knocked down only pushed over a little. The highway department just sent me a bill for $651.72 to repair the sign.

Pardon the pun but this is highway robbery. Even if the workers were paid $50 per hour it should not cost more than $150 to replace the sign. This strikes me as the state ripping of the people it is supposed to be serving.
