Clear rules needed for safety's sake

Regarding bicycles and skateboards:

They’re on the sidewalk, in the crosswalk, going the wrong way on a one way street, cutting in front of you etc.

I am in favor of bicycles and skateboards as alternative methods of transportation, however, I long for a clearly defined set of laws, understandable by all ages and, above all, enforceable and enforced.

This could be a clear cut method of communication for all who use the streets and sidewalks. Sandpoint City Council, Sandpoint Police Safety Division.

How can this be implemented?
