Chip seal ruined new section of highway

Is anyone else baffled by the recent chip seal of the new, pristine section of U.S. Highway 95 north of Ponderay? My wife and I have been trying to figure out why they are ruining a perfectly good section of road.
Since the road was “removed” and repaved last year and survived a particularly cold winter one would think it was good to go. But the powers to be decided to spend, in my estimation, a few hundred thousand dollars (if not more) on top of the millions already spent.
