Focus on parking fines, fees creates disgust

Gentlepersons:

The only indication that I had parked in a prohibited area is the notice in the enclosed envelope. I protest.

In searching for a parking space during the Arts and Crafts Fair, I saw a car pulling out of a parking space just inside the gate to City Beach, and I took it, thus relieving a handicapped person of a long walk from somewhere downtown.
