Avista proposes changes for sales agreements with utility

BOISE — The Idaho Public Utilities Commission is taking comment through May 15 on an Avista Utilities application to revise procedures for small, independent power producers who want to sell power to Avista.
The provisions apply to small-power developers seeking power purchase agreements with Avista under the provisions of Public Utility Regulatory Policies Act. PURPA requires utilities to buy the output from qualifying small-power facilities at avoided-cost rates, which are to be equal to what it costs the utility to generate the power itself or buy from another source.
