Hand Otter his walking papers

Butch Otter’s arrogance is amazing. During the debate in Idaho Falls, Otter claimed that the problems with the state’s prisons, aka “Gladiator School,” stem from the contract he inherited from his predecessors. He failed to mention that he had eight years to fix the problems; instead, he chose to accept their generous donations.
