Be careful about the items you throw away

On Tuesday, April 14 , I observed a well dressed young man with a decent looking vehicle carefully parked away from the Dumpsters.

He had a pole with a hook and was fetching bags from the Dumpster. The only reason I can think of doing this, is to get your  personal information for financial purposes?
