Governance is about more than rhetoric

I’m confused as to what Idaho gains from not passing the child support bill.  Everyone agrees we will lose $16 million. Gov. Butch Otter believes we will also lose another $30 million, and the ability to collect over $200 million in child support payments for about 155,000 children. What did we gain?
