Insufficient evidence in BCSO crash case?

The June 30 Daily Bee article regarding Judge Penny Friedlander finding insufficient evidence to support the misdemeanor offense of inattentive driving against Bonner County Sheriff’s Deputy Phyllis Jay has me totally surprised.
