Why not charge gas guzzlers more?

In the process of renewing my auto registration, I learned that some wrongheaded politicians in Boise have decided that because I drive an energy efficient hybrid vehicle I need to pay a penality of $75 per year because I am not paying my fair share of the gasoline tax.
