Why don't railroads run at lower speeds?

So another oil train tank car explosion in North Dakota. No one hurt, just a small town evacuated. Cars carrying crude oil derailed and exploded. What would happen it that occurred on the Long Bridge or in Sandpoint or any other populated area?
