Residents could share cost to challenge city

The city of Sandpoint is forcing property owners to repair sidewalks at the property owners expense because an Idaho statute allows the city to do so. That Idaho Statute has never been challenged. Based on my experience, the statute is plainly illegal. In a nutshell, a sidewalk is a public improvement. When public improvements benefit the entire public, then the entire public pays. That is what taxes are for.
