Who's responsible for bypass problems?

So instead of repairing the bumps on the bypass we just put up yellow signs with black letters that read “bump.” Then as you leave Sandpoint on Superior toward the Long Bridge right at the 45 mph sign, it floods during every rainstorm, and when it snows, the snow melts and up goes another yellow sign with black letters that reads, “water over road.”
