MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING March 22, 2016 MISCELLANEOUS - Approved the Bonner County Proclamation Declaring April as Child Abuse and Neglect Prevention Month in 2016. Approved the letter to the Coolin Civic Organization granting them permission to hold a parade on May 28, 2016 in conjunction with the annual Priest Lake Spring Festival. Declared the March 11, 2016 Opinion Letter regarding the Clagstone Conservation Easement void pursuant to Idaho Code \u00DF74-208(7)(b). SHERIFF - Approved the recommendations from the Bonner County Communications Advisory Board and we allocate $21,759.02 from the 2014 BHS Grant funds toward the purchase of a trailer-mounted generator and the interconnect to 9-1-1. The remaining funds of $37248.98 for this project are to be taken from the 2015 BHS grant funds. TECHNOLOGY - Approved the two BNSF right of way agreements #15-54095 and #15-54096 to permit the passage underneath the railroad tracks in the vicinity of North Division Street of the proposed Bonner County fiber optic connection between the Administration Building and the Sherriff's complex. The cost is $2,420. Approved the publication of a sole source notice and subsequent purchase of a Kohler 70REZGT multi-fuel generator on a trailer for use as a back-up generator to the 9-1-1 facility. The cost is $45,625.00. The purchase will be funded with BHS grant funds currently available. TREASURER - Approved the amendment to the service level agreement for electronic transaction and access to Bonner County Treasurer. AIRPORTS - Accepted J-U-B Engineer's agreement for professional services to prepare a Job Growth Idaho Community Development Block Grant (CDBG) and administer CDBG funds in accordance with Idaho Department of Commerce requirements at a cost of $10,000 and upon successful grant award, grant administration fee not to exceed 10% of the award. PROSECUTOR - Approved the Appraisal Review Proposal presented by Arney & Associates dated 3/14/2016. PUBLIC WORKS - Approved Resolution #16-28 authorizing the Clerk to open the Budget and decrease the General Fund Contingency line item 01-12-559-00 miscellaneous expense in the amount of $32,000.00 and increase the Buildings & Grounds line item 01-10-0807-0000, Capital Construction, in the amount of $32,000.00. Approved the Colin Construction proposal in the amount of $22,181 to add approximately 35 feet of 10' high partition wall to divide the existing IT area into 3 rooms. RISK MANAGEMENT/HUMAN RESOURCES - Approved the pay sheets as presented. Sheriff's Office: 1 Full Time Employee: New Hire; Patrol Deputy; Filling Vacated Position; 1 Full Time Employee; Detention Deputy; Achieved Level II Certificate; Pay Adjustment. CLERK - Approved the payment of claims in the FY16 Claims Batch #13 in the amount of $50,600.16; General Fund $8,551.21; Road & Bridge $15,449.49; Airport $258.26; Elections $478.23; District Court $911.37; 911 Fund $183.07; Solid Waste $166.95; Justice Fund $21,632.28; Waterways $718.83; Grants $2,250.47; Total $50,600.16. ROAD & BRIDGE - Approve the Verizon Proposal to provide GPS equipment for nine Road and Bridge vehicles, GPS services for one year for those nine vehicles and to authorize the Road and Bridge Director to proceed with the installations for a total cost for one year up to $2,985.00. EXECUTIVE SESSION - At 11:31 AM Commissioner Bailey made a motion to enter into Executive Session under Idaho Code \u00DF 74-206 (1) (B) Personnel & (F) Litigation with Scott Bauer and Cindy Binkerd.
