MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING November 22, 2016 TREASURER Accepted both the Bonner County & EMS Treasurer/Auditor Joint Quarterly Report for the 4th Quarter from 7/1/2016 to 9/30/2016. SHERIFF Approved the Memorandum of Agreement between Bonner County and the City of Post Falls Concerning Collaboration and Mutual Aid Regarding 911 Systems, which Agreement will provide 911 services to the respective jurisdictions and will provide cost savings to each jurisdiction. Approved Resolution 16-91 authorizing the retirement of canines Konig and Bak; authorizing the Sheriff to sell Konig and Bak for one dollar ($1) each; and directing Bonner County to issue an asset release letter, converting Konig and Bak to the personal property of Sergeant Brandon Littrell and Deputy Steve Carl, respectively. Approved the Second Amendment to Inmate Telecommunications Location Agreement between Telmate LLC and Bonner County. This Amendment changes the "Term" of the original 2013 Agreement from four (4) years to (7) years so that Telmate LLC can recoup the cost of installing a tablet system in place of the current kiosk system. PROSECUTOR Ratified Mr. Marshall's amicus brief and publicly state the Board's support of the U.S. Forest Service in its litigation with Alliance for the Wild Rockies. AIRPORTS Approved the $79,174.67 tractor quote from Papé Machinery for a three year lease with monthly payments of $2,324.40. JUSTICE SERVICES Approved the Juvenile Justice 2015-2016 Annual Report for Bonner County to the Idaho Department of Juvenile Corrections as prepared by Justice Services. HUMAN RESOURCES/RISK MANAGEMENT Approved the pay sheets as presented: Road and Bridge: 1 Full Time Seasonal Employee; New hire seasonal; Facilities: 1 Full Time Employee; New Hire Custodial Supervisor; New position; 1 Full Time Employee; Custodian; Filling a vacated position; Sheriff's Office: 2 Part Time Seasonal Employees; Marine Division; Seasonal Recall; Fairgrounds: 1 Part Time Seasonal Employee; Recall; Maintenance; Justice Services: 1 Full Time Employee; New Hire Receptionist; Filling vacated position; EMS: 1 Full Time Employee; Completed certification; moving from basic to advanced EMT; 1 Full Time Employee; Promoting to Chief Deputy Paramedic; Position change requiring Paramedic for Chief Deputy position; Not a new headcount. SPECIAL MEETINGS On Wednesday, November 9, 2016 Treasurer Cheryl Piehl met with the Board to discuss the following files: Approved: RPP37380000020A 2016; RP58N01E173460A 2009-2016 Denied: RP005800020010A 2016. On Thursday, November 10, 2016 a Planning Hearing was held. Approved (or Adopted) an Ordinance, number to be assigned, amending Title 12 of the Bonner County Revised Code, Chapter 6, Sections 611, 612, 650, 651, 652, 653, and 654 adding the definition, application, process for a minor land division and changing the short plat process to a minor subdivision further clarifying family exemptions and removing the limitation to 20 acre parcels, as recommended by the Bonner County Planning Department with the following changes: changing the holding requirements for family exemption from four to two years: BCRC Title 12, Section 612 (C)(7), removal of the requirements for the health district sanitary restriction lift: BCRC Title 12, section 650 (D)(2)(c), and removal of the requirement for a plat note requiring Fire District sign off at the time of the BLP: BCRC Title 12, section 650 (D)(2)(f). On Wednesday, November 16, 2016 a meeting with the Clerk regarding Claims Batches. Approved payment of the Claims in batch #3 in the amount of $2,157,494.45. Approved payment of the EMS Claims in Batch #3 in the amount of $63,614.28. On Wednesday, November 16, 2016 a Planning Hearing was held. Approved FILE V482-16 for a lot size minimum variance to allow a ±3.28-acre tract in the Rural-5 zoning district, finding that it is in accord with the Bonner County Revised Code as enumerated in the following conclusions of law, and based upon the evidence submitted up to the time the Staff Report was prepared and testimony received at this hearing. Adopted the following findings of fact and conclusions of law as written (or as amended). The action that could be taken to obtain the variance is to complete the Conditions of Approval as adopted. This action does not result in a taking of private property. On Wednesday, November 16, 2016 an Executive Session regarding Fiber Optics was held. On Thursday, November 17, 2016 a Canvass of the Election Meeting was held. Accepted the Bonner County election result from the November 8, 2016 General Election. MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING November 8, 2016 TREASURER Authorized the County Treasurer to transfer $100.00 from the Treasurer's Account to the Solid Waste Department's petty cash drawer to use for operations at the Idaho Hill transfer site. ASSESSOR Approved the annual renewal of the license Agreement between Bonner County and Selkirk Multiple Listing Services, Inc. for access to shared data and information. EMS Approved the Business Associates Agreement between Bonner County and Bonner General Hospital. This agreement supports the EMS Community Paramedicine Program and allows BCEMS to share information regarding patient care with Bonner General Hospital. PUBLIC DEFENDER Approved Resolution #16-90 authorizing the Public Defender's Office to destroy the documents as listed in the attached Resolution and as outlined in the Public Defender's Records Retention Policy Resolution #16-22. Approved acceptance of the Kenworth Sales Company bid in the amount of $517,983.00 for the procurement of three heavy trucks with dump boxes by the Road and Bridge Department; to approve exercising bid options that upgrade the truck engines and configure the trucks for front discharge sanders for an additional not to exceed cost of $3,000 for all three trucks.
