Something isn't right with planning director search

Excuse me … am I missing something or is it legal for the current commissioners to stipulate, and I quote here: “Candidate must demonstrate proven leadership and technical experience in successfully achieving fewer regulations and less government. Requires a strategic mindset to revamp and align county Planning and Zoning ordinances and regulation with the community interests.”
