Poor roads are excuse to harass drivers

Regarding city road maintenance:

How much city revenue has been generated by law enforcement by “failure to stop” citations at side street intersections? A great excuse for local law enforcement to harass drivers during the holidays. After two winters of mild conditions, one would think enough gravel or sand would be available for maintenance of what is obviously “skating rink” conditions at most intersections.

Someone is either lazy, or funds have been delegated for a sidewalk project?
