It's time to restructure Congress

The United States Congress is in permanent gridlock, created by party politics. It’s time to eliminate party politics and its’ corruption and abuse of power.
There shall be one congressional house based upon current congressional districts, with representation being adjusted every 10 years as it is currently being done. Members shall be elected by a majority of the popular votes within each congressional district. Term of office shall be one four-year term, with no consecutive terms. There shall be no retirement or pensions upon leaving office.
