NOTICE IS HEREBY GIVEN that a General Election will be held in Bonner County, Idaho on Tuesday, November 8th, 2016 at each of the polling places noted below and that on said General Election Day the polls will be open continuously from 8:00 AM until 8:00 PM and that each place is handicapped accessible. In addition to the General Election, elections will be conducted on behalf of the following taxing districts: West Bonner Library District will be placing before the voters a proposition to authorize and empower the Board of Trustees of the West Bonner Library District to levy a plant facilities fund levy, as permitted in Idaho code section 33-2729, of two hundred sixty seven thousand dollars ($267,000) each year for three (3) consecutive years, requiring a fifty five percent (55%) majority to pass, for the purpose of making capital improvements to the Blanchard Library Branch exterior and interior, constructing an addition to the Priest River Library Branch and furnish and equip the Library Branch buildings in order to comply with ADA standards and security standards, as provided in resolution No. 2016-01. Adopted by the board of trustees on August 16, 2016. The polling places for this question will be the precincts of Blue Lake, East Priest River, Oldtown, Priest River West City, Spirit Valley and West Priest River Bench. West Pend Oreille Fire District will be placing before the voters a proposition to authorize the district to issue and sell its unlimited tax general obligation bonds to pay a portion of the funds for the acquisition, construction and installation of certain additions and betterments to Fire Station No. 3 in the district, and the acquisition, construction and installation of a new Fire Station No. 4 in the district, in the aggregate principal amount of not to exceed $500,000. The bonds shall mature over a period of not to exceed thirty (30) years from their date, and shall be payable solely from annual levies of excess taxes upon all taxable property within the district in amounts sufficient to pay such bonds, all as more fully provided in resolution no. 2016-4, adopted on August 23, 2016. The outstanding general obligation bonded indebtedness of the District is $0. The interest rate anticipated on the proposed bond issue, based upon current market rates is 4.5% per annum. The total amount to be repaid over the life of the bonds, principal and interest based on the anticipated interest rate, is estimated to be $912,034, consisting of $500,000 in principle and $412,034 in interest. The polling places for the Westside Fire Protection District will be the precincts of Blue Lake, East Priest River, Edgemere, Laclede, Oldtown, Priest River West City, and West Priest River Bench. Bonner Soil and Water Conservation District will hold a write-in election for three board member positions. These positions are all four year positions. This is a county-wide election. LEGAL NOTICE OF CATEGORICAL EXCLUSION FOR THE SANDPIPER SHORES MASTER UTILITY WASTEWATER IMPROVEMENTS The Idaho Department of Environmental Quality (DEQ) has determined that the proposed wastewater improvement project for the Sandpiper Shores Master Utility, Bonner County, Idaho, conforms to the State Environmental Review Process (SERP), "Rules for Administration of Wastewater Treatment Facility Grants" (IDAPA 58.01.04) and "Rules for Administration of Water Pollution Control Loans" (IDAPA 58.01.12) by which the project is eligible for a categorical exclusion. Accordingly, the project is exempted from further substantive environmental review requirements. The project consists of upgrading the existing Class C treatment system including expanded lagoon storage, lagoon liner replacement, construction of a lagoon separation wall for dual cells, upgrades to the irrigation pumping system, new chlorine contact piping, new irrigation force main, conversion and expansion of spray irrigation to drip irrigation. Also included in the improvements are replacement of the collection main, rehabilitation of manholes, minor lift station upgrades, and backup power for the lift stations. THE SOUTHSIDE WATER AND SEWER DISTICT REQUEST FOR QUALIFICATIONS FOR UTILITY SERVICES MANAGER The Southside Water and Sewer DISTRICT (hereinafter referred to as the DISTRICT) is requesting proposal from firms interested in providing the management of all the water and wastewater utility services of the DISTRICT. The successful firm (hereinafter after referred to as the CONTRACTOR) will be selected based on the qualifications listed herein. The services to be provided by the CONTRACTOR will include: 1. Maintain and operate drinking and wastewater systems in accordance with Idaho laws and regulations. * Currently, these include DWD1, DWT1, WWC2, WWT1, WWTLA * Conduct required sampling and reporting 2. Monitor new facility and equipment installation 3. Assist in preparation of maintenance, repair and capital budgets 4. Coordinate repairs and replacement within budget and applicable regulations. * Coordinate and oversee contracted maintenance * Develop and execute preventive maintenance schedule 5. Present maintenance report at monthly Board meetings 6. Maintain Operations Manual 7. Monitor lift stations for proper operation and record results * Inspect each station at least weekly.
