RISK MANAGEMENT/HUMAN RESOURCES - At 9:38 a.m. Commissioner Connolly made a motion to enter into Executive Session under Idaho Code §74-206 (1) (B) Personnel with Human Resources Cindy Binkerd. Approved the Challenge Cost-Share Agreement for the grooming of snowmobile trails between Bonner County, the U.S. Forest Service and Idaho Department of Parks & Recreation. ROAD & BRIDGE - Approved the sole source procurement by Road & Bridge of a 2009 Kenworth T-370 Service Truck from Williams Construction in Pryor, Oklahoma for $80,000.00. Approved the Soldier Creek Culvert Replacement Project - Change Order # 1 and Work Change Directive as recommended by the Road and Bridge Department for a total increase in the amount of $358,125.90. HUMAN RESOURCES - Approved Resolution #17-05 permitting the Prosecutor to request and receive budget adjustments for the purposes of offsetting and reducing outside litigation costs. PLANNING - Approved a time extension for Sandpiper Shores 1st Addition, Large Scale Planned Unit Development, File numbers C944-10 & S1682-10, making the new expiration date September 8, 2019. Waived 100% of the conditional use permit, and stormwater plan filing fees for Bonner County Public Works Solid Waste Department for a total of $850.00, with the Bonner County Public Works Solid Waste Department reimbursing the Planning Department for actual costs related to legal notices and engineering review. AIRPORTS - Approved Change Order #1 on the Sandpoint Airport Obstruction Removal Project (AIP 3-16-0033-016) for the additional cost of $9,450.00. PROSECUTOR - Approved Resolution #17-06 authorizing the Clerk to open the Justice Fund Statutory Reserve Budget and decrease line item 34180-7860 miscellaneous expense by $900,000.00 from $1,018,353.00 to $118,353.00 and open the Justice Fund Civil Litigation budget and increase line item 03471-7180 Intensive Litigation, by $900,000.00 from $450,000.00 to $1,350,000.00. MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING January 10, 2017 ROAD & BRIDGE - Approved the Notice of Advertisements for rock crushing in District's 1, 2, and 3. Approved Resolution #17- 02 approving Riley Creek Park Dr. as a 129,000 lb. truck route from Hwy 2 to Address Point. I also move to approve the Special Permit Issuance Agreement with the Idaho Transportation Department and allow them to issue 129,000 lb. truck permits on Bonner County's behalf. HUMAN RESOURCES - Approved the inclusion of the Reasonable Accommodation Policy, No 775, to the Bonner County Personnel Policy Manual. PLANNING - Approved the agreement for professional services with Douglas R. Meigs for County surveying services on an as needed basis indefinitely, or until either the county or the contractor terminate the contract with a 30-day notice, at the rate of $70.00 per hour. EMS - Approved & signed the Binder with Columbia Bank for the financing of a 2016 Type 2 4x4 ambulance for the approximate loan amount of $92,779.00. Approved and signed the contract for ASAP off-road specialty vehicles for the purchase of an off-road ambulance. MISCELLANEOUS - Approved Resolution 17-03 appointing Janet Conlin and Brian Domke to the Bonner County Natural Resource Committee (BCNRC) for an indefinite term. Approved Resolution 17 - 04 appointing Eddie Gordon to the Bonner County Fairboard for a three-year term beginning January 10, 2017 and ending January 9, 2020; also appointing Jody Russell to the Bonner County Fairboard for a two-year term beginning January 10, 2017 and ending January 9, 2019. On Monday, January 9, 2017 the Swearing-in of the newly Elected Officials was held pursuant to Idaho Code §74-204(2).
