The purpose of the amendment is to reflect the requirements of the National Flood Insurance Program and standards of Idaho's Disaster Preparedness Act. The proposed ordinance: establishes standards, administrative procedures, and appeal and variance processes; creates exceptions for low-cost accessory buildings; provides that violation of the ordinance is a misdemeanor carrying a maximum penalty of $1,000 or six months in jail or both; authorizes the city to recover costs for violation investigations; and provides for severability and an effective date. The Dover Planning & Zoning Commission at its January 5, 2017 public hearing unanimously recommended approval of the ordinance. The public is encouraged to attend the hearing or provide written response. Any written comment greater than 1 page must be submitted at least 6 days prior to the meeting.
