March 2, 1967 — CITIES RECODIFIED

The Idaho House passed the much-discussed city recodification measure Feb. 23 and the measure now goes through the Senate. The major changes in the law are that (1) there will be classification of cities into first, second or village according to population; (2) all but city-council and city manager systems of government will be eliminated; (3) city councilmen will be elected at large; (4) all cities with mayor-council government will have councils of four or six members; (5) runoff elections will be eliminated; (6) present limits on bonding for waterworks, sewers and sewage plants will be eliminated; (7) two-mill limit for support of fire departments removed; (8) all two mills maximum for capital improvements; (9) specifies minimums for publication of city business in the official city newspaper; (10) sets annexation requirements of 125 electors rather than residents for petitions; (11) establishes concurrent powers to annex and zone.

SNOWPACK CONTENT ABOVE TOPS

Water content of the mountain snowpack on the Schweitzer Basin snow courses continues above the three-year average. Snow depths at the 6,100 foot level averaged 123 inches with 47.8 inches of water. This is the highest recorded since measurements began three years ago.

March 2, 1917 — CHURCH CALLS PASTOR

The Rev. O.J. Gist of Coeur d’Alene has been called to the pulpit of the local Christian church to preach on the first and third Sundays of each month. The alternate Sundays he will continue to occupy the pulpit at Coeur d’Alene where he has been pastor several years. The local church has been without a pastor since last fall when Rev. Asher left for a pastorate at Lewiston, Idaho.

HERE AND AROUND ABOUT

Donald McInaney of Ponderay, a member of Company A, arrived here Saturday on his way home from the army hospital at San Francisco, where he had been sent to undergo treatment.

W.S. Finney, who returned from a business trip through Shoshone county, says those who think the snowfall heavy here should have seen the drifts around the Milwaukee tunnel at East Portal, where 272 inches of snow has fallen this winter.

DIVISION RESOLUTION PASSES HOUSE

The state division resolution petitioning to make a new state out of Idaho north of the south line of Idaho county and calling for a constitutional convention at Moscow June 19 passed the house Monday by a vote of 36 to 25. Northern members voted solidly for the resolution, with enough help from the southeast to put it over. Ada and Canyon members unsuccessfully attempted to filibuster.
