INITIAL PUBLIC NOTICE Bonner County Emergency Management Office has applied for a State Homeland Security Grant Program, 2015 grant funding from the Federal Emergency Management Agency (FEMA) to fund the Clark Fork backup generator project in Bonner County-Clark Fork; 44 CFR Part 9.12, FEMA gives early notice under Executive Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection; since this action is located in or affects the floodplain or may affect wetlands. The project site is located in or affects the floodplain of Johnson Creek Road along the Clark Fork River Latitude: 48.137878, Longitude: 116.192176. The purpose of the project is to provide backup power to the repeater site. Without this generator radio communication and data connectivity would be lost in this area during a power failure. The proposed action includes: The installation will consist of placing 12 inches of 3/4 minus rock on flat ground to form a stable base. The treated wooden base will then be set on top of the rock, and the generator will be set on top of the base. A propane tank would be installed on four concrete piers and propane would be piped to the generator by trenching 10 foot length x 18 inch depth x 12 inch wide trench. The electrical installation will then be accomplished by installing a conduit from the generator to the communication building with a 24" x 10' x 12" trench hooking up the equipment and transfer switch. After initial setup the generator will be ready to go into standby and provide power when commercial power fails. Comments concerning the proposed action will be accepted from the affected public; local, state and federal agencies; and other interested parties in order to consider and evaluate alternatives and the environmental impacts of the proposed action.
