MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING July 12, 2017 SOLID WASTE Approved the Letter of Understanding with Waste Management to adopt the cardboard roll off haul rates of Blanchard $202.66, Colburn $85.00, Clark Fork $179.34, Dickensheet $202.66, Dufort $177.90 and Idaho Hill $193.70. Commissioner McDonald seconded the motion. There was a brief discussion regarding this item amongst the audience, Bob Howard and the Board. All in favor. The motion passed. Awarded the contract for removing the metal piles at the waste transfer sites to Pacific Steel and Recycling for their bid price of $87.00 per ton. Authorized the Solid Waste Department to move forward with the Fox Trailers quote in the amount of $7650.00 for the purchase of the 2017 Big Tex Economy Dual Wheel Gooseneck trailer. PROSECUTOR Approved Resolution #17- 61 a proposed budget adjustment authorization. SHERIFF'S OFFICE Approved the Memorandum of Understanding (MOU) Between Bonner County Detention Center and Victim Witness Coordinator and the MOU between Bonner County Detention Center and Bonner General Health to comply with the Federal mandates of PREA. The agreement will be effective from date of the last signature on each MOU, unless terminated earlier upon 30 days' notice from either party. Discussion/Decision Regarding Idaho State Department of Agriculture Agreement. Approved the agreement with the Idaho State Department of Agriculture (ISDA) and Bonner County Sheriff's Office to provided law enforcement services. The ISDA will reimburse Bonner County $71,795.64 with the agreement being effective from June 16, 2017 and can be terminated by ISDA if the Legislature fails, neglects, or refuses sufficient funds. TECHNOLOGY Approved Resolution #17 - 62 to authorize the Technology Department to publish a sole source notification of intent to purchase and authorize the acquisition of a public safety 9-1-1 radio console system from Valence/Industrial Communications Group. ROAD & BRIDGE Approved Resolution 17-63 for the Road and Bridge Department to publish a Notice of Sole Source Procurement in the Bonner County Daily Bee for 14 days for the proposed Procurement of Engineering Services from David Evans and Associates, Inc. to provide plans, specifications, and engineering for the Talache Road restoration from the March 18, 2017 slide. Approved the Notice of Advertisement for the Bonner County Transportation Plan Request for Qualifications, also moved to authorize the Board Chairman to sign this administratively. Approved the purchase the 18,000 tons of anti-skid sand for District 1 from Frank Linscott at a rate of $4.52 per ton for a total amount of $81,360.00 and allow the chair to sign this administratively. Approved this State and Local Agreement for construction of Key # 20297 - INT Bottle Bay Rd, and authorize the Road & Bridge Department to spend the required match funds in the amount of $50,802.00. FACILITIES & RECREATION Approved the Kartchner Engineering proposal for the preparation of a mechanical options memo for the Priest River EMS facility located at 1104 W. Branch Road, Priest River, ID. The cost for this project is $925 and will be funded from the EMS budget/object 9310. Further moved to authorize the Chairman to sign the proposal administratively. Approved the Larry Naccarato estimate to install framing for a lowered white metal ceiling in the parking area of the ambulance garage at the Priest River EMS Station located at 1104 W. Branch Road, Priest River, ID. The cost for this project is $7,647.45 and funding will come from EMS budget/object 9310. Authorized the Chairman to sign administratively. Approved the quote from Garage Renovations NW Inc. in the amount of $7,155.00 for the resurfacing of the concrete floor in the garage at the Priest River EMS facility located at 1104 W. Branch Road. Funding for this project will come from EMS budget/object 9310. Approved the quote from Pend Oreille Mechanical in the amount of $6,862.61 to install seven roof top units at the Bonner County Courthouse. Funding for this project will come from District Court 006/7430 Repairs/Maintenance. EMERGENCY MEDICAL SERVICES - Approved Resolution No. 17- 64 authorizing the adjustment of the Bonner County EMS budget to reflect the receipt of unanticipated grant funds in the amount of $2,000.00 received from the Idaho Community Foundation for the purchase of supplies for the Community Paramedicine program. This would increase FY2017 budget, line item 99918-9370 Capitol-Other by $2,000.00 from $154,450.56 to $156,460.56.
