What is in a hospital (taxing) district name change as submitted by trustee Dr. Burgstahler?

Why are the hospital (taxing) district bylaws receiving distinct and substantial change?

Why is a concentration of power and authority being vested in the “chairman” and “vice chairman” of the hospital (taxing) district board, while simultaneously minimizing the authority of five other Pend Oreille Hospital District trustees?

Why did four hospital (taxing) district trustees, including Chairman Lawrence and Vice Chairman Cochran offer no input to bylaw changes that were crafted by a Boise attorney?

Why is the proposed bylaw change not posted as minutes to the website in “full disclosure” before a taxing district vote?

Why has the hospital (taxing) district abandoned its duty to craft, edit or alter the bylaws as prescribed by current bylaws and Idaho Code, Title 39-1331?

Mr. Chairman, Tom Lawrence, M.D., why have pertinent hospital (taxing) district decisions been made in a BGH forum, intentionally excluding the participation and oversight of only one hospital district trustee for 12 consecutive months?

My pledge was to oversee taxpayer interests. All of the above is arguably material to the abdication of Pend Oreille Hospital District authority. All of the above should be questioned and answered publically prior to any “legal” change in procedural operation as outlined in new bylaws, that could happen as soon as June 26, 2018. The POHD receives comments at pendoreillehospitaldistrict.org and next meets on June 26, 2018, at 7 a.m, in the conference room, adjacent to the BGH cafeteria.

DANIEL ROSE,

POHD Trustee
