MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING April 3, 2018 BOCC / SHERIFF Approved Resolution #18-45 authorizing the Clerk to open the General Fund Statutory Reserve Budget and decrease the Contingency Fund 01120-7860 by the amount of $3,500.00 and open the Sheriff's Budget and increase the Animal Control line item 03455-9120 in the amount of $3,500.00. PARKS & RECREATION Approved the Purchases and Fuel Card Procedure set up as an internal policy for the Parks and Waterways Department in an effort to make record keeping more efficient. TECHNOLOGY Approved the Day Wireless Systems Amendment to accommodate billing changes. AIRPORT Approved the "Notice Inviting Bids" for the obstruction removal portion of the FY1018 AIP Project at the Priest River Airport. Approved the Supplemental Engineering Agreement with JUB Engineers in the amount of $98,790.00, for the engineering services related to the FY2018 FAA Airport Improvement Program Grant at the Sandpoint Airport. ROAD & BRIDGE Approved Change Order # 1 for $236,550.00 and the quantities added to the 2018 Rock Crushing - District 1 contract and authorized the Chairman to sign this administratively. Approved Change Order #1 to the Sagle Intersection & Bike Path Connections in the amount of $10,950.00 and to allow the Chairman to sign this administratively. EXECUTIVE SESSION At 9:44 a.m. Commissioner McDonald moved to enter into Executive Session under Idaho Code § 74-206 (1) (F) Litigation with Scott Bauer, Cheryl Piehl and Milton Ollerton. Commissioner Connolly seconded the motion. Roll Call Vote: Commissioner McDonald - Aye, and Commissioner Bailey - Aye, Commissioner Connolly - Aye. The motion passed. Discussion/Decision Regarding Idaho Club Commissioner McDonald moved to expand Gary Edson's authority with respect to the Idaho Club. Commissioner Connolly seconded the motion. All in favor. The motion passed. EXECUTIVE SESSION At 9:55 a.m. Commissioner McDonald moved to enter into Executive Session under Idaho Code § 74-206 (1) (A) Hiring & (B) Personnel with Cindy Binkerd & Milton Ollerton. Commissioner Connolly seconded the motion. Roll Call Vote: Commissioner McDonald - Aye, and Commissioner Bailey - Aye, Commissioner Connolly - Aye. The motion passed. Vice-Chairman McDonald advised that the Director of Planning and Human Resources were directed to move forward as discussed in Executive Session. EXECUTIVE SESSION At 10:05 a.m. Commissioner Connolly moved to enter into Executive Session under Idaho Code § 74-206 (1) (A) Hiring with Cindy Binkerd. Commissioner McDonald stepped down from the Chair and seconded the motion. Roll Call Vote: Commissioner McDonald - Aye, and Commissioner Bailey - Absent, Commissioner Connolly - Aye. The motion passed. Vice-Chairman McDonald advised that the Director Human Resources was directed to move forward as discussed in Executive Session. At 10:20 a.m. the meeting was recessed.
