MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING January 9, 2018 CLERK Approved the Merchant Participation Agreement with Tyler for Odyssey implementation for the Courts. There was a brief discussion between members of the public and the BOCC. Approved Resolution # 18-06 that moves the Dover Polling Precinct from Commissioner District 1 to Commissioner District 2 in order to even the voter population across the districts for the year 2018. Approved Resolution #18-07 that adjusts the voting precincts boundaries listed in exhibit A, and accepts the polling places listed in exhibit B for the year 2018. EMERGENCY MANAGEMENT Approved Resolution # 18-08 authorizing the Clerk to open the FY 2018 Emergency Management Budget and increase Org 01110 object 7860 by $6104.00. The increase is due to the receipt of unanticipated revenues from the Idaho Office of Emergency Management 2016 Emergency Performance Grant. RECREATION Approved the Bonner County Groomers Association FY-2018 Annual Modification of Grant Agreement between Bonner County and the US Forest Service. FACILITIES Approved Resolution # 18 - 09 Budget Adjustment for Unanticipated Revenues. I further authorize the adjustment of the Solid Waste budget to reflect the receipt of unanticipated funds in the amount of $12,090.43 for the reimbursement of funds spent on the Administration Building elevator incident in March of 2017. Approved Resolution # 18 - 10 Budget Adjustment for Unanticipated Revenues pertaining to the Administration elevator incident from March 2017. Authorized the Clerk to schedule revenue in the FY2018 budget for the General Fund, account 0118, and increase line item 7460 Elevator Maintenance by $11,726.00 and increase the Facilities account 0110, line item 7430 Repairs/Maintenance by $9,763.00 for a total of $21,489.00 for the materials associated with the elevator incident. Approved Resolution # 18-11 Facilities Department Budget Adjustment for Unanticipated Funds received from Northern Lights in the amount of $3,360.00. These funds pertain to a rebate program for LED upgrades completed at the Sheriff's Marine building. I further authorize the adjustment of the Facilities/Justice budget, fund 03410, line item 7530 Repairs/Maintenance to reflect the receipt of unanticipated funds in the amount of $3,360.00 from Northern Lights for the LED change out program. MISCELLANEOUS Approved the placement of an advisory ballot regarding the designation of the Scotchman Peaks as wilderness in 2018. This easement will allow West Pend Oreille Fire District to construct and occupy a fire station and in lieu of compensation Bonner County obtains the ability to connect to any available water supply once a well is completed. Authorized the Chairman to sign the easement administratively. ROAD & BRIDGE Approved support the FY2020 Local Highway Safety Improvement Program for the amount of $844,132.60 and authorize the Chairman to sign the grant form and authorize the Road & Bridge Department to move forward with the grant submittal to the Local Highway Technical Assistance Council. Finding that it is in accord with the Bonner County Revised Code as enumerated in the following conclusions of law. The decision is based upon the evidence submitted up to the time the Staff Report was prepared and testimony received at this hearing. I further move to adopt the following findings of fact and conclusions of law as written (or as amended). The action that could be taken to obtain the variance is to complete the Conditions of Approval as adopted. This action does not result in a taking of private property.
