Asphalt plant proposal resurfaces

SAGLE — A controversial asphalt batch proposal is resurfacing, according to Bonner County Planning Department notice.

The Bonner County Planning & Zoning Commission is scheduled to consider a conditional use permit on Thursday, Nov. 15. The hearing is set for 5:30 p.m. at the Bonner County Administration Building.

Frank and Carol Linscott are seeking permit approval to operate the plant on an 140-acre gravel pit off Pit Road.

The batch plant proposal has been a source of consternation for years, with neighboring landowners putting up stiff opposition due to the noise and fumes from the operation. Bonner County P&Z recommended approval of a permanent batch plant proposal in 2015, although former county commissioners ultimately ruled that the project would not comport with goals and objectives within the county’s comprehensive land use plan.

Counsel for the Linscotts later filed a petition for judicial review of the board’s decision, although the litigation was later abandoned.
