As an Idahoan, I acknowledge that our legislators in Boise are elected to be our representatives. However, when citizens feel strongly that there is an issue which demands consideration by all Idahoans, the initiative process allows voters the opportunity to propose laws. I am opposed to HB 1159 because it restricts citizen involvement, attempts to quiet our voices and adds nearly insurmountable barriers to the initiative process.

One important point which seems to be overlooked in this debate is that no initiative becomes a law without a vote of all citizens in the state.

Those representatives favoring the additional requirements in HB 1159 express concern that the current Initiative process does not provide fair representation from all districts during the signature gathering phase. However, it’s important to consider that once the initiative is placed on the ballot, no one is left out of the process unless by choice. Every vote counts. Thankfully this is true of all state-wide elections in Idaho. I don’t think we would consider requiring state candidates to meet the standards proposed in HB 1159 before their names are placed on a ballot.

If Idaho is for all Idahoans, please consider that the initiative process should not create barriers which make it more difficult for us to have a voice in our state government. Ultimately, the initiative process allows an opportunity for citizen input with one person, one vote.
