Doctor accused of felony stalking

SANDPOINT — A preliminary hearing is nearing for a Spokane physician accused of stalking and drug possession in Bonner County.

Joseph Paul Kincaid was arrested last July on first-degree stalking and marijuana possession charges, court records indicate.

Kincaid, 55, was arrested during a traffic stop that coincided with a Ponderay Police investigation into allegations that he had been harassing a 48-year-old woman with early morning text messages and phone calls, in addition to leaving a sign at her place of employment and gifts on her doorstop, according to a police affidavit. The woman showed text messages she sent him informing him in no uncertain terms that he had crossed a personal boundary and to cease contacting her, the affidavit said.

Kincaid exhibited odd and disoriented behavior during the arrest, according to the affidavit. Court records indicate competency to proceed in the case was drawn in question and a psychological evaluation was ordered, which delayed the proceedings.

A search of the 2018 Ford Transit passenger van Kincaid was driving yielded three semiautomatic pistols and two revolvers, some of which were loaded, the arrest report said. Two large canisters of bear repellent and a partially consumed marijuana cigarette were also recovered from the van, the report said.

The presence of firearms during the alleged stalking activity elevated the offense to the felony level, according to Idaho Code. A hearing to determine if there is enough evidence to justify trying Kincaid on the charge is set for Wednesday in Bonner County Magistrate Court.

Kincaid is free on his own recognizance while the case is pending.

Kincaid has been licensed as a surgeon and physician since 1992, according to the Washington State Department of Health’s website.
