Second man held in park shooting

COEUR d’ALENE — A man police said might have accompanied Tyler Rambo to the Fourth of July fireworks show before Rambo was shot by officers at City Park is in the Kootenai County Jail on $10,000 bail.

Roshad T.D. Grant, 25, of Spokane, whom witnesses said carried a firearm when he allegedly ran from police, has been incarcerated since Thursday on a charge of obstruction.

Another man, believed to be Peter Ruiz, who was with Grant, also fled from officers but was not detained.

Rambo, 18, of Spokane is at Kootenai Health, where he was listed in critical condition after being shot at least 10 times. The Coeur d’Alene hospital, at the request of Rambo’s family, has quit providing updates on Rambo’s condition.

Police said Grant and Ruiz approached officers about 10:15 p.m. after Rambo was shot and lying on the ground. Grant told police several times, “That’s my homie, my brother,” police said.

Grant then ran from officers, said police, who did not recover a firearm.

After police caught up with Grant, he denied knowing the victim of the shooting. He told police he did not know Ruiz.

Grant also “vehemently denied ever being in possession of a handgun,” according to a report by officer Amy Niska.

Niska said that Grant became hostile and was transported to the Kootenai County jail, where he “became uncooperative with jail staff.”

Witnesses saw a man they believed to be Grant being chased toward Independence Point from the location where Rambo was shot.

Witnesses said the man, carrying a black handgun, sprinted “much faster than anyone.” The man struck the bridge at Independence Point “as if he did not see it,” witnesses said, and fell face-first into the water.

When police arrested him, Grant had suffered facial cuts and his shirt was wet, police said.

Grant initially told officers he would lead them to the handgun, then denied having a firearm, according to reports.

Police said Rambo was known to them as a young man who attended Coeur d’Alene schools and who was often encountered when they responded to calls. Coeur d’Alene Police said they had contacted Rambo seven times in the past two years. Post Falls and Rathdrum police had no contacts with Rambo. The Kootenai County Sheriff’s Office did not respond to requests for information.

Coeur d’Alene Police said they responded to a gunshot at Independence Point at 10:10 p.m. and followed Rambo, who carried a.357 handgun, asking him repeatedly to drop the firearm. They attempted to Taze him when he pointed the gun at police and fired once, according to police.
