PLANNING Approved Resolution #19-58 releasing, in its entirety, the Corporate Surety Bond from Travelers Casualty and Surety Company of America for The Cove at Strong Creek File #S1597-08. Commissioner McDonald made a motion to approve this project, FILE ZC0002-19, requesting a zoe change from Ag/Forest-20 to Ag/Forest-10, finding that it is in accord with the general and specific objectives of the Bonner County Comprehensive Plan and Bonner County Revised Code as enumerated in the following conclusions of law, and based upon the evidence submitted up to the time the Staff Report was prepared and testimony received at this hearing. I further move to adopt the following findings of fact and conclusions of law as written. This action does not result in a taking of private property. Commissioner McDonald made a motion to approve an Ordinance of Bonner County, Idaho, the number to be assigned, citing its authority, and providing for the amendment of the Official Zoning Map of Bonner County by the reclassification of lands generally located in Section 18, Township 58 North, Range 1 West, Boise Meridian from Agriculture/Forestry-20 to Agriculture/Forestry -10, and providing for an effective date. Approved Road & Bridge Department accepting the $6,350.00 quote from Wood's Crushing and Hauling for placing a hot mix asphalt apron on West Elmira Road and authorized the Chairman to sign the agreement administratively. RECREATION Approved the 2019 Garfield Bay Campground Host contract naming Brittany Leonard as the Campground Host. The contract will pay $340 per week for the first five weeks and then $440 per week for the remaining ten weeks, providing coverage from Memorial Day weekend through Labor Day. Approved the 2019 Bonner Park West Host contract naming Byron Williams as the Park Host. The contract will pay $300 per week or $42 dollars a day, starting from the Friday before Memorial Day and continuing until the Friday after Labor Day. EMS Recommended that the Bonner County Commissioners sign the Technical Service Support Agreement with Physio Control commencing 8/1/2019 and expiring 7/31/2020. This support agreement will cover a 15% discount on accessories and electrode, as well as service and repair for $6,336.00 per term. Memorandum of Understanding for the RMFMP. SOLID WASTE Authorized Solid Waste to permanently close the 11 Mile collection site located at 11016 Hwy 57, Priest River. Authorized Solid Waste to permanently close the unattended waste collection site at Wrenco, 15 Helen Thompson Rd. and search for a more suitable location to install an attended waste site. ROAD & BRIDGE Approved Resolution #19 -61, authorizing the Clerk to open the Road and Bridge FY2019 budget and schedule revenue by increasing account 002-9520 by $19,403.00 as detailed in the Resolution. RECREATION Approved Resolution #19-62 authorizing the Clerk to transfer funds of $2300.00 from the A budget Org 036 Object 6090 to the B budget Org 036 7040. Authorized and signed the Equipment Annual Report and Equipment Management Forms for asset RT-17-1-09-3 tow vehicle for East Bonner snow groomers. SHERIFF'S OFFICE Approved Resolution #19- 63 authorizing Sheriff Wheeler to award Detective Sergeant Gary Johnston his handgun, badge and retired ID card. Approved the request to exchange property between the Bonner County Sheriff's Office and the Owyhee County Sheriff as set forth in Resolution #19-65 and find that the exchange of property is in the public interest. I further move to adopt the following findings of fact and conclusions of law as written. The action that could be taken to obtain the conditional use permit is to complete the Conditions of Approval as adopted. This action does not result in a taking of private property.
