Why can't sheriff's inmates help clean up litter?

Driving around Bonner County I see lots of trash alongside Highway 95 and Highway 2 as well as some side streets. Who put it all there? Was it tourists or locals? You decide.

Furthermore who’s going to pick it all up? Why can’t our illustrious sheriff’s office which runs the local jail take some trustees out and have them start picking up all of this trash? We have all seen this done in different cities, counties and states. Why not here? I really hate to bother the sheriff’s office, but come on, get ’er done.
