Propose a finding of necessity based upon the following facts that the county prosecutor will have to deal with the prosecution of any arrests or criminal trespass on public property placing the Prosecutor in an untenable position prosecuting both matters simultaneously, the magnitude of the crisis regarding the potential for criminal trespass or lawful activity and the conflicting interpretations by local law enforcement, a large volume of contact by county citizens requesting action on the issue and the Davillier Law Group's substantial experience and collective understanding of state law issues and representing state and local governments. EMERGENCY MANAGEMENT Accepted the Idaho Office of Emergency Management 2019 Emergency Management Performance Grant Award # 19EMPG009 in the amount of $32,322.00 with a county match of $32,322.00 and allow the Chairman to sign. SOLID WASTE Approved the contract extension with Cannon Hill for wood waste grinding, transportation and disposal until September 30, 2020 at the rate of $36.00 per ton. HUMAN RESOURCES Approved a consulting contract with Ameriben Consulting to conduct a County wide analysis, with final recommendations regarding its current compensation structure, including base wages, pay bands and incentives. SHERIFF'S OFFICE Approved the Amendment to the Agreement for Provision of Meals Between Bonner County, ID and Summit Food Service, LLC to extend the food service for the Bonner County Detention Center for another year, effective 10/01/19 through 9/30/20. The cost for the inmate meals will be 2.7% higher than it was in the 6/21/2016 Agreement Modification. Approved the agreement between Keefe Commissary Network, L.L.C. and Bonner County to provide coordination of inmate trust fund release services for prepaid debit cards upon an inmate's release from jail. The cost of these services will be paid by the card holder/inmate. The term of the agreement will be three (3) years, with automatic one (1)-year renewals thereafter, unless terminated by either party with thirty (30) days' notice. Approved the agreement between RAPID Investments, Inc., d.b.a. RAPID Financial Solutions and the Bonner County Jail for cash card services for inmate balances upon release from jail.
