CITY OF DOVER, IDAHO SUMMARY OF ORDINANCE # 163 Title 8, Chapters 1-13, Dover City Code ORDINANCE FOR RULES, RATES AND REGULATIONS FOR THE DOVER SEWER SYSTEM TITLE: AN ORDINANCE OF THE CITY OF DOVER, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AMENDING TITLE 8 (SEWER ORDINANCE), CHAPTERS 1-13: PRESCRIBING THE RULES, RATES AND REGULATIONS FOR THE CONDUCT AND OPERATION OF THE DOVER SEWER SYSTEM AND CONNECTION THEREWITH; PROVIDING PENALTIES; REPEALING ORDINANCE NO. 144 AND PROVIDING FOR AN EFFECTIVE DATE. SUMMARY: The City of Dover adopted Ordinance #163 to amend Dover City Code, Title 8 (Sewer Ordinance); Chapter 1-13, to adopt definitions; define the service area and new sewer connections; define ownership of sewer facilities, adopt standards for maintenance and repairs, specify sewer user agreements; adopt procedures for sewer applications, construction and connections, allow extension and modification of sewer mains, prohibit certain discharges; establish a sewer connection fee and a calculation of ERUs; allow for adjustment of ERUs; adopt procedures for billing and delinquent accounts; create penalties for violation of the sewer ordinance including a civil action or infraction; to provide a savings clause, severability, and an effective date upon publication of this summary in one issue of the official newspaper. ORDINANCE NO. 161 CITY OF DOVER, IDAHO AN ORDINANCE OF THE CITY OF DOVER, BONNER COUNTY, IDAHO, ENTITLED THE ANNUAL APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2019, APPROPRIATING THE SUM OF $1,738,490 TO DEFRAY THE PROPER EXPENSES AND LIABILITIES OF THE CITY OF DOVER, IDAHO, FOR SAID FISCAL YEAR, PURSUANT TO THE PROVISIONS OF SECTION 50-1003, IDAHO CODE, AUTHORIZING SUFFICIENT TAXABLE PROPERTY AND SPECIFYING THE OBJECTS AND PURPOSES FOR WHICH SAID APPROPRIATION IS MADE; PROVIDING FOR A COPY OF THIS ORDINANCE TO BE FILED WITH THE OFFICE OF THE SECRETARY OF STATE; AND PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE. NOW THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of Dover, Bonner County, Idaho: SECTION 1: The sum of $1,738,490 be, and the same appropriated, to defray the necessary and property expenses and liabilities of the City of Dover, Bonner County, Idaho for the fiscal year beginning the 1st of October, 2019. SECTION 4: SEVERABILITY The sections of this ordinance are severable. Should any sections of this ordinance be declared invalid by a court of competent jurisdiction, such declaration shall not affect the validity of the remaining sections. SECTION 5: EFFECTIVE DATE This ordinance shall be in full force and effect from and after its passage, approval and publication in one (1) issue of the Bonner County Daily Bee newspaper, as provided by law. ORDINANCE NO. 162 CITY OF DOVER, IDAHO AN ORDINANCE OF THE CITY OF DOVER, BONNER COUNTY, IDAHO, AMENDING ORDINANCE NO. 156, THE APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018; APPROPRIATING ADDITIONAL REVENUE FOR STREET FUNDS DUE TO UNFORESEEN REVENUE REIMBURSEMENT; DIRECTING THE CITY CLERK TO FILE A COPY OF THIS ORDINANCE WITH THE IDAHO SECRETARY OF STATE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, in March, 2017, the Ontario Street culvert failed. WHEREAS, in December of 2018, the City of Dover received reimbursement by the state for the Ontario Street culvert emergency repair work. WHEREAS, the City of Dover recognizes this unforeseen revenue reimbursement into the FY2019 Street Fund budget.
