MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING July 9, 2019 AIRPORT Entered into this land lease for Lot 4 at Sandpoint Airport and that the Chairman sign administratively. ROAD & BRIDGE Approved the Road & Bridge purchase of one (1) 2019 GMC 2500 4WD, Double Cab Pickup from Alpine Motors of Sandpoint for $28,815.00 with funds budgeted in FY19 and to authorize the Chairman to sign the Quote Summaries acceptance administratively. Approved this State and Local Agreement with LHTAC for Key #21990 LHSIP RR crossing improvements, authorize the Board to sign the agreement, and authorize a down payment of $4000 toward the required County match. Approved and signed this letter of support for LHTAC's BUILD Grant application which includes the Eastriver Loop Bridge. At 9:14 a.m. the meeting was recessed. SHERIFF'S OFFICE - MARINE DIVISION Approved the agreement between IDPR and Bonner County to utilize Waterway Improvement Funds to expand the current Marine Division building in support of current and future law enforcement operations. The agreement will be effective immediately and expenses eligible for reimbursement must be incurred before June 30, 2020. Approved Schedule A setting forth the infraction penalty amounts for Title 3 of the Bonner County Revised Code. SOLID WASTE Authorized Bonner County Solid Waste to enter into the service agreement that will allow Rapid Recovery to collect and buy the used refrigerant from Bonner County Solid Waste. BOCC Approved the contract with Canon Financial Services for a copy machine for the BOCC office. JUSTICE SERVICES Approved the Bonner County Justice Services Department Operating Agreement. This agreement sets forth the operating plan for Bonner County Justice Services for the fiscal year 19-20 as supported by legislative code and has been approved by legal. On Wednesday, August 7, 2019 a Planning Hearing was held pursuant to Idaho Code §74-204(2). Commissioner McDonald made a motion to approve this petition, FILE VS0001-19, finding that it is in accord with Idaho Code enumerated in the following conclusions of law, and based upon the evidence submitted up to the time the Staff Report was prepared and testimony received at this hearing. I further move to adopt the following findings of fact, conclusions of law and conditions of approval as written. The action that could be taken to obtain the validation is to complete the Conditions of Approval as adopted. This action does not result in a taking of private property. Commissioner Connolly stepped down from the Chair and seconded the motion. All in favor. The motion passed. Commissioner Bradshaw made a motion to affirm the approval of this project FILE VA0004-19, which allows for a front yard setback of 17.5 feet where 25 feet is required and a shoreline setback of 28 feet where 40 feet is required as shown on the site plan; finding that it is in accord with the Bonner County Revised Code as enumerated in the following conclusions of law. The decision is based upon the evidence submitted up to the time the Staff Report was prepared and testimony received at this hearing. I further move to adopt the following findings of fact and conclusions of law as written (or as amended). The action that could be taken to obtain the variance is to complete the Conditions of Approval as adopted. This action does not result in a taking of private property.
