Why does city want more money when its costs are down?

Did I read that right; Sandpoint city’s budget for 2020 is less than 2019 but city property taxes will be more? Is my third-grade math failing me, or when did decreased costs start requiring increased revenue? I don’t get it. But then, maybe our new California city officials are experts with some kind of new math.
