Jay was born on June 30, 1943, in St. George, Utah, to Charley and Marjorie Reed. In his youth the family traveled, following the fruit harvest. It was during this harvest time that he met Jan Berg in California. They married on June 16, 1962, in Lindsay, California.

He was a member of the Sandpoint Assembly of God Church. At the church he served as a deacon, helped cook meals, was involved with the Gideons, served as a jail chaplain, and hosted the church’s senior group.
