CITY OF KOOTENAI, IDAHO REQUEST FOR PROPOSALS AND QUALIFICATIONS FOR LEGAL SERVICES/ATTORNEY REPRESENTATION The City of Kootenai, Idaho is requesting and accepting statements of interest, qualifications and proposals for legal service at the office of the City Clerk, 204 Spokane Street, P.O. Box 566 Kootenai, Idaho 83540. This is a request for legal services and attorney representation for the City of Kootenai in all municipal legal needs including civil and criminal matters. Responses at a minimum must include the following information: 1. Firm's legal name, address and telephone number. 2. Experience and qualifications (resumes) of key personnel to be involved with this service. 3. History of the establishment of the firm. 4. Description of the firm's most relevant or similar experience. 5. Proposed services and cost estimate. Firms shall submit six (6) copies of their statements of interest, qualifications and proposal. Interviews may be conducted to further evaluate interested firms. Those interviewed may be asked to provide additional information. NOTICE OF PUBLIC HEARING Notice is hereby given that on February 8, 2021 at 10:00 a.m., the Idaho Housing and Finance Association ("IHFA") will conduct a public hearing at the offices of IHFA located at 565 West Myrtle Street, Boise, Idaho, 4th Floor Conference Room, regarding IHFA's issuance of its Multifamily Mortgage Revenue Bond, Series 2021 (Samuelson Place APTS Project) in an aggregate amount not to exceed $13,500,000 (the "Bond") to provide financing for the acquisition, development and construction of an affordable housing development located near the 3900 block of Samuelson Avenue and Woodland Drive, Sandpoint, Idaho, and consisting of 89 units that are reserved for low income residents and two (2) units reserved for a manager/ maintenance personnel (the "Project"). The Project will include five residential buildings with parking, a clubhouse, a fitness room, a business center, storage and other amenities. Units will include a mix of 8 one-bedroom units, 53 two-bedroom units, and 30 three-bedroom units and related facilities. The Project will be initially owned and operated by Samuelson Place LLC. Neither the State of Idaho nor any county, municipal corporation, quasi-municipal corporation, subdivision or agency of the State is obligated to pay the principal or interest on the Bond. No local or state tax funds or revenue have been committed to pay the principal or interest on the Bond. This public hearing is required by the U.S. Internal Revenue Code.
