Jonathan J. Suther, 26, of Washington, Dawson A. Porcello, 22, of Washington, and Paul D. Amado, 27, of Washington, were cited in the Fifth Avenue area at 8:23 a.m. on charges of possession of marijuana and paraphernalia; and Geovany D. Cruz-Rico, 26, of Washington was cited at the same time and location on a charge of frequenting.
