Public Notice Announcing the Availability of an Environmental Assessment DEPARTMENT OF AGRICULTURE Rural Development Bonner County Solid Waste: Notice of Availability of an Environmental Assessment AGENCY: USDA Rural Development (RD) ACTION: Notice of Availability of an Environmental Assessment SUMMARY: Notice is hereby given that the RD, as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Bonner County Solid Waste (BCSW), of Bonner County, ID. The proposal is for construction of various Solid Waste facility Improvements, to be constructed at the Colburn, Idaho Hill, Dickensheet and Dufort Sites. BCSW has submitted an application to RD for funding of the proposal. SUPPLEMENTARY INFORMATION: BCSW proposes to upgrade and improve four of the primary solid waste collection sites within the County. The proposed improvements, by site, are as follows: Colburn *Add a new Household Hazardous Waste (HHW) building to collect and process HHW in the County. *Remodel/recondition the existing waste transfer building for safe and efficient operations. *Add a new waste transfer building to provide more space for waste processing as well as provide a second location for residents (public) to unload waste. *Site improvements (grading, drainage, and paving) *Site traffic control and circulation improvements with striping and signage for access, and traffic flow modifications. *Add an automated scale to weigh commercial vehicles arriving and departing the site. Dickensheet *Replace the failing retaining (eco-block) walls with structural concrete walls. *Pave main yard area, wood waste pile, and access road to mitigate fugitive dust and contact water leaching into the soil. *Add site security with a 6-ft tall perimeter chain link fence with privacy slats, yard lights, and surveillance cameras. The perimeter fencing will also collect windblown litter before it leaves the site. *Add site water by installing a water supply well. Dufort *Add additional site capacity by expanding the public drop-off area with a new z-wall. *Pave the operational areas and in the location of the proposed new z-wall. *Modifying and improving the drainage system for the z-wall expansion and shifting the drainage. Idaho Hill *Replace the failing retaining (eco-block) walls with structural concrete walls. *Pave main yard area, wood waste pile, and tire/cardboard collection area to mitigate fugitive dust and contact water leaching into the soil. *Add a shop building for vehicle and equipment servicing and an area for an office and restroom. *Add site security with a 6-ft tall perimeter chain link fence with privacy slats, yard lights, and surveillance cameras. The perimeter fencing will also collect windblown litter before it leaves the site. *Install a water well and septic system to service the site and new shop building. Great West Engineering, an engineering consultant, prepared the Environmental Assessment (EA) Report for RD that describes the project, assesses the proposed project's environmental impacts, and summarizes as applicable mitigation measures used to minimize environmental effects. RD has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. Questions and comments should be sent to RD at the address provided. RD will accept questions and comments on the environmental assessment for 14 days from the date of publication of this notice. Any final action by RUS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
