COOLIN SEWER DISTRICT Projects awarded as a result of this RFQ may be funded by state and/or federal funds. The Consultant will receive general instructions through the District and State and will assign projects through the Consultants Project Manager. DESCRIPTION OF PROJECT Services will consist of full planning, design and construction administration services for projects where the estimated design fee is between $30,000 and $60,000. The types of projects that may be anticipated include sewer system modifications, sewer treatment plant upgrades, and irrigation system upgrades. It is anticipated that construction projects up to the $1,000,000 to $3,000,000 range will be accomplished within this fee range. The Consultant will be responsible for Cost Estimates, Grant Writing, Schematic Design, Design Development, Permitting, Construction Documents, Bidding Assistance, Construction Observation, and Testing. The Consultant may be required to make presentations to the Public and shall keep in mind that during all phases, the interests of the Constituents of the District and input from the Operator and Board members will be incorporated into the design. The Consultant may be required to meet monthly with the Board of the Coolin Sewer District for the purpose of providing a verbal report regarding the previous month's progress. Such monthly meetings will show funds expended in the completion of the project and specific accomplishments related to the completion of the project. EVALUATION An evaluation committee consisting of persons from the Coolin Sewer District Board, Contractors, and Employees will evaluate firms and teams that have expressed an interest and have information on file. The results of the evaluation will be presented to the Sewer District Board members for review and approval. It is anticipated that selection will be for firms that maintain an office within or near the geographic area of the Sewer District. However availability or qualifications may result in some deviation. SELECTION Based on the Sewer District Boards members' action, the selected firm will be notified and contract negotiations started. Final award will be contingent upon the successful negotiation of an agreement. The contents of the Statement of Qualifications submittal may be used in a legal contract or agreement. Candidates should be aware that methods and procedures proposed could become contractual obligations. The successful Consultant will be required to sign an agreement including the Idaho Standards for Public Works Construction or the Engineers Joint Contract Documents Committee standard terms, including a requirement to carry and maintain a minimum of $1,000,000 professional liability insurance coverage, except in special circumstances (not applicable to testing services).
