Justin O. Spring, 31, of Coeur d'Alene was arrested in the area of Highway 200 and Eastgate Drive at 12:37 a.m. on charges of driving under the influence (excessive), possession of a controlled substance (marijuana) and possession of paraphernalia with intent to use.
