Who are the people storming the commission meetings?

Who are these people storming the Bonner County commissioners' meetings demanding that American Rescue Plan Act funds not be spent? What organized body contacted these people and pushed a conspiracy theory about accepting money and federal mandates? How do they expect to resolve the paying back of $800,000 already spent on vital county emergency equipment?  

About 40% of Idaho’s governmental budget comes from the federal government. We would be in dire straits if we were required to live on our own tax receipts. Where is the organized group advocating common sense to provide an opposition to the anti-federal conspiracy theorists who are dominating commissioners' meetings?...
