City needs mechanism to fund streets, sidewalks

Shortly after the fire that burned down the building at the corner of Bridge Street and First Avenue, the city (Jennifer Stapleton) put together an ad hoc committee of downtown business people, historic preservation folks, the at-the-time owner of the burned building and miscellaneous folks.
