Why can't public add items to BOCC?

In the Aug. 1, 2023, Board of County Commissioners meeting, it was stated that any of the commissioners may add agenda items, and the public may also by contacting Bonner County Clerk Michael Rosedale.

Yet, when contacted by email, Mr. Rosedale, offered a meeting with me in person,  not possible since I work, but refuses to add public agenda items to the county commissioners' meeting.
