Council takes on packed agenda Wednesday
SANDPOINT — The Sandpoint City Council is approaching their final meeting for 2023 with close to 20 items on its agenda.
Under consent calendar items, the council is expected to confirm appointments to two commissions. Mose Dunkel, Ivan Rimar and Scott Torpie are expected to begin new terms with the city’s Planning and Zoning Commission. Barry Burgess, Rick Decker and Kate McAlister are expected to begin new terms with the Arts Culture and Historic Preservation Commission.
The council will also be considering another amendment to a contract for custodial services with ASAP Services, Inc. which includes contract renewal for another year. Council members will also consider an application for an Idaho Transportation Department and Office of Highway Safety Grant.
A public hearing regarding Westpointe Place Preliminary Plat will also take place, allowing comments on a 4-lot subdivision in the vicinity of Ontario Street and U.S. 2.
For old business, the council will consider a change to the legal services agreement with Lake City Law Group. This change will recognize Fonda Jovick as the city attorney. She will be replacing Andy Doman, who is retiring effective Dec. 20. The council also is expected to consider eliminating truck route on Superior Street, First Avenue and Pine Street.
Staff will seek council approval of the preliminary design for a Fifth Avenue and Pine Street traffic signal project and authorization to finalize the construction documents and advertise the project for bids. Award of the construction contract would return to council in February 2024, city officials said on the meeting agenda.
Amendments to zoning code definitions and general provisions will be considered including an ordinance to create an administrative site plan approval expiration, clarify administrative appeal language and add definition for application noticing requirements.
Councilors will also observe a presentation on draft schedules for downtown zoning and historic preservation workshops.
A presentation on updates regarding Travers Park renovations will be given as well.
New business will include authorization for a submission of an application for TAP grant funding, which, if awarded, would be used to provide infill and connectivity on North Boyer Avenue, officials said on an agenda report. Council will also be discussing The Festival at Sandpoint’s 2024 lease of War Memorial Field.
The council will also discuss the city’s moorage policy following a staff presentation. Changes proposed include waitlist priority for city residents and priority for sailing vessels on the dry dock. While no action is requested at this meeting, policy is expected to be brought back Jan. 3.
