Amendment of Ponderay City Code, Title 8, Chapter 1, Section 6, Street Specifications Title 8, Chapter 1, Section 6, Street Specifications, shall be amended as follows: All new lots shall have direct frontage on and access to a public street, except as follows: The City Council may permit access by a private drive, at their sole discretion, when a development is part of an approved master plan or plat, subject to the following: 1. No arterial or major street, or collector or secondary street may be private. 2. It shall be the general policy of the City not to allow private drives or gated streets unless it is determined by the City Council that it is required for the safety and welfare of the owners, residents or the general public.  3. Private drives shall be privately maintained.  4. Private drives providing primary access for five (5) or more lots shall be designed and constructed with an urban street section to the satisfaction of the City Engineer.  5. Private drives providing primary access for four (4) lots or fewer shall be designed to the satisfaction of the City Engineer and at a minimum shall comply with fire code access standards. 6. Private drives shall be located within an easement of adequate width to accommodate underground utilities and providing for access by the general public. The following specifications shall apply to design and construction of public streets built for city acceptance: A.  Right of Way Width: All public streets shall have a minimum right-of-way width of sixty feet (60’). Public right-of-way widths for alleys and greenbelts my vary with approval by the City Engineer and at the discretion of the governing body.  Section 2.00. Effective Date of Ordinance.
