BONNER COUNTY, IDAHO ORDINANCE NO. #694 SUMMARY OF BONNER COUNTY SIX COUNTY BOUNDARY LINE ADJUSTMENT ORDINANCE A JOINT ORDINANCE BETWEEN BENEWAH, BONNER, CLEARWATER, KOOTENAI, LATAH, AND SHOSHONE COUNTIES TO ENTER INTO THE MULTI-JURISDICTIONAL CHANGE OF THE COMMON BOUNDARY LINE OF SAID COUNTIES. Benewah, Bonner, Clearwater, Kootenai, Latah, and Shoshone Counties are presently bounded by a common line which is described as “a line due North from the mouth of the North Fork of the Clearwater River.” This line is ambiguous, impractical, and unmanageable; shifting this boundary to lines defined by Public Land Survey System (PLSS) monuments has many benefits. This Joint Ordinance is a request by Benewah, Bonner, Clearwater, Kootenai, Latah, and Shoshone Counties asking the Idaho Legislature to abandon said line in favor of a boundary defined by PLSS monuments, which herein after is referred to as the SIX COUNTY BOUNDARY; and to amend the statutory legal descriptions of said boundary in Idaho Code §§ 31-107, 31-111, 31-120, 31-130, 31-131, and 31-142. This Joint Ordinance also requests that the State of Idaho grant Benewah, Bonner, Clearwater, Kootenai, Latah, and Shoshone counties an appropriation of $10,000 each to defray the staff expenses for parcel transfer expenses and updating the assessor tax rolls to redefine the boundaries of said counties to conform to the above referenced legal description. The proposed amendment would replace an emergency wireless communication facilities ordinance adopted by the City of Dover earlier this year. The Dover Planning and Zoning Commission recommended to City Council approval of the amendment following its June 1, 2023, public hearing. FILE AM26-23 – RESIDENTIAL ACCESSORY STRUCTURES & NONCONFORMING STANDARDS - The City of Dover has initiated an amendment to its zoning regulations, Title 12 of Dover City Code, to: provide definitions for walls and attached and detached structures; set a maximum size in the Residential zone for residential accessory structures (such as garages) to not exceed the floor area of the residence; establish that residential structures are not for commercial uses; set standards for the repair and replacement of nonconforming structures; and confirm nonconforming lots or parcels remain eligible for development. The Dover Planning and Zoning Commission recommended approval of the amendment following its June 1, 2023, public hearing. The public is encouraged to attend the hearing or provide written response.
