The gift of higher water, sewer rates

Isn't it just wonderful our city council has again raise our water and sewer rates. The Sandpoint City Council, elected to serve the people of Sandpoint, is again collecting more money. Over the years surplus water and sewer money has purchased property behind the Panida, help build the roundabout at the end of North Boyer Avenue, and help with the downtown beautification.

Such expenditures in the governmental agency I worked for would be called a misappropriations of funds, and anyone responsible would be in deep trouble. But it seems any shenanigans are legal in Sandpoint. 

I wonder what new projects will be financed with this increased water and sewer rate?
